audit_ospp_general diff in RHEL 9

Description of problem:

30-ospp-v42.rules changed has changed and is resulting in a diff.

Steps to Reproduce:

Run /static-checks/audit-sample-rules test.

Actual Results:

Test fails

Test passes

Also some seems to affect RHEL 8.

Note that we kind of hand-waived this one away during the 0.1.80 release as "no really meaningful enough to stop the release for" because, essentially, the user-visible behavior doesn't change.

But I think we should basically choose one of these:

1. Always keep the content updated with the audit package, not matter how insignificant the difference is.
2. Disable the /static-checks/audit-sample-rules test.

Because running the test + having a waiver for it to neutralize the fail "because the difference doesn't matter" is probably the worst possible outcome.
