Themes are successfully installed, but Steam's appearance remains the same

same, checking the logs, I get this error:

same error, maybe it has something to do with having millenium installed?

Edit: So i managed to make it work, dont know if that was the error. I had millenium installed. I uninstalled it first time, and then installed cssloader and it didnt worked. Next day i tried it again, uninstalling millenium, but this time i also turned off the developer mod first, restarted the pc, then uninstalled millenium, turned developer mod on, restarted the pc, then installed css loader and this time it worked. Now i think ill stick with millenium because some plugins are usefull to me, most usefull than havin a fancy desktop.
