Stub the syncache counters in the remaining integration binaries.

Both link ff_dpdk_if.o, whose 1 Hz hook reads the new counters. Also bound the capture reader against a malformed record, keep a retransmitted SYN in the connection in flight, and raise the revoke test's occupancy premise.
