Publish PDB Files for Native Libraries

### Description

For the native builds of all LWJGL libraries, the PDB files should be published to enable consumers of those libraries to have proper stack traces on native code crashes.
I am not sure whether this also applies to the Linux natives, and whether they're stripped and/or their separate debuginfo files can be published. This issue in particular is about the Windows DLLs.
