Repository mathics-scanner renamed to Mathics3-scanner

As part of our glacial renaming of Mathics to Mathics3, the mathics-scanner GitHub repository has been renamed to Mathics3-scanner.

There may be more renamings within the next month as we get ready for release 10.0.
