New Feedback to implement on Homepage redesign

• Remove featured topic section completely from homepage
• Cut Tracker (on homepage only) down to three columns: Name, Gov't, Last Updated
• Change the newsletter box color to blue (same blue as used on the rest of the site)

These all look great! A few more small things @harumhelmy:

• Moving the newsletter box so that it is aligned with with the top of the commentary and analysis title
• Also, can we make the name column on law and regulation tracker a bit larger? If we move 'updated' to be underneath 'last' like it is in the other tracker, it should give us a bit more space.
