android: some popovers are stacked wrong

Describe the bug

some popovers have bad stacking order:

• expanding user profile pictures will open the image viewer under the profile card, and it closes when you try closing the profile card
• the add reaction menu is under the message popover, making text and non-recent reactions inaccessible since it closes on touch

Reproduction

1. get a message
2. tap the pfp
3. tap the pfp
4. try to get to the image viewer
5. long-tap the message
6. click add reaction
7. try to get to the reaction menu

Expected behavior

the image viewer should be on top of the profile card and the reaction menu should replace the profile card
