group uv dependency bumps

after #24290 we are now getting a bunch of uv dependency update PRs:

• chore(deps): bump rich from 14.3.2 to 15.0.0 #24305
• chore(deps): bump typing-extensions from 4.15.0 to 4.16.0 #24304
• chore(deps): bump requests from 2.33.0 to 2.34.2 #24303
• chore(deps): bump setuptools from 83.0.0 to 84.0.0 #24301
• chore(deps): bump pygithub from 2.8.1 to 2.9.1 #24299

would like to group them together to reduce volume of PRs, see how we do so for some other package ecosystems in our dependabot config
