!!bmakelib.logged needs the ability to have a custom time format string.

Possible syntax:

bmakelib.conf.logged.strftime_format = *<something>*
bmakelib.conf.logged.localtime_argument = *<something>*

.

With the specifics of what strings are supplied and what the defaults are being up to your architecture.
