Running `cargo binstall qsv` downloads incompatible `qsv` executable

See dathere/qsv#3067, where running qsv triggers SIGILL, whereas manually downloading the ZIP archive and running qsvp exits just fine.

I recommend qsv to have a package.binstall override so that it specifically uses the portable version, or maybe just put portable version as the default qsv and name the sse version as qsv-sse

Or, qsv could add fallback to its codebase if sse isn't supported.

This isn't something that we can do easily to detect instructions not supported by the local CPUs.
