Remove `source::partner` and `source::enterprise` as labels

What's the idea?

The following two labels are no longer used within repositories under the conda organization:

• source::partner
• source::enterprise

What should be done?

They should be removed by updating this file:

• https://github.com/conda/infrastructure/blob/main/.github/global.yml

• turning source::auto into bot label
• dropping source::qa and source::governance (what does this even mean? steering council?)
• dropping all hack::* labels
