Actually I think this issue is valuable, since quite a few new lapl-dependent functionals, like SCAN-L, is not handled by #5392 (either implemented or disabled). A more consistent way to filter them may be using XC_FLAGS_NEEDS_LAPLACIAN provided by libxc.
