Question: any relation to an old Doxygen to DITA plugin?

Hey Eliot, I'm troubleshooting an old Doxygen-to-DITA plugin for C++ and I dug up an old PDF with OASIS DITA TC branding that said this on the cover:

Does your plugin here bear any relation to this old TC-flavored plugin? Your code looks pretty different to me. I asked about it on dita-ot-users and Robert Anderson seemed to recognize it:
