Implement folding for switch statements and expressions #96

Is your feature request related to a problem? Please describe.
The Dart plugin doesn't currently support folding the body of switch statements or switch expressions.
Describe the solution you'd like.
I'd like folding to be supported for the entire range of switch statements and expressions. It's not important for me that folding each case clause is possible.
Additional context:
Folding is implemented for switch statements and expressions in LSP-based editors.
