Next release, 0.8.1

I think we can consider about making a release. It has been ~a year since 0.8.

I'll check if there some pending issues we'd like to resolve before we do that.

I was informed that there will be a GHC 10.0 branch in a week. As things stand, it will include containers-0.8.

It would have been nice to have 0.8.1, but I don't see a reason to rush the release. There were no bugs fixed since 0.8 and no very important additions either.
