feat: extend governance-check with registry, extraction, packaging checks

- Add check-registry: runs registry-links.sh + pointer-readmes.sh (Option E)
- Add check-extraction: runs check-extraction-readiness.sh (Issue #45)
- Add check-packaging: verifies guix.scm exists with SPDX (fixes Guix policy failure on main)
- Extend governance-check to include all new checks
- Enduring local CI that does not depend on external reusable workflows
