2. Is cncmods.net forums still available? I want to view your tutorials of editing AptUI. Those actions and arguments are driving me crazy and I can not infer their usages only by their names and numbers......

cncmods.net forums are dead.
And the source files for the RA3 Uprising UI was never made available by EA, just regular RA3.
The best place to start in terms of APT UI modding is probably to join the SAGE Engine Modding discord https://discord.gg/TfdcQTn There are people there who might be able to answer your questions about UI editing.
