Error when trying to run M-x slime on windows nosign: "couldn't execute which"

I had the same issue, solved it by building Lem from source on windows using msys2, mingw64.
qlot however didn't install either so had to copy paste all dependencies to quicklisp.
Also had to update install sbcl as the one from msys2 was too old.

so this call comes from implementation.lisp

  (exist-program-p "ros"))

used below, it should be protected by a feature flag (#-windows ?).

Claude thought that in implementation.lisp the (defun get-usable-commands () was the problem if ros was on your PATH.
So we tried to override that by setting "sbcl" explicitly in lem's init.lisp file.
That still didn't work even after setting all the Path variables to point at the right folders etc.
Loading failed with a async-process:create-process error.

It seems to be an async-process issue, where directory is encoded UTF8 whiles it expects an UTF16 encoding. Adding :encoding :utf-16le to dir-wide in async-process_windows.lisp Worked for me.
