What this PR does

Fixes #2962

  • Upgrade PapaParse to 5.3.0
  • Fixed PapaParse Chunk loading handling issue to avoid HTTP 416 (Range Not Satisfiable) Error
    • It's a regression of version 5.1.0
    • Now use our forked repo
    • Has submitted PR to the official repo
