How to specify a precvise version?

Replace latest with a release tag from Docker Hub / GHCR.

docker run -p 8080:8080 --name local-ai -ti localai/localai:v2.28.0

GPU images have extra suffixes (-gpu-nvidia-cuda-12, -ffmpeg, -core, …). The list is on https://hub.docker.com/r/localai/localai/tags and in the container docs linked above.

latest moves. Pinning vX.Y.Z (plus the CUDA/ffmpeg variant you actually need) is the whole trick. There is no extra LocalAI flag for "this version." The tag is the version.
