I couldn't figure out how to use Hoogle to generate a database for my Cabal-managed project, so I did it my own way.
Here is a patch that adds GHC_ENVIRONMENT support to Hoogle. This lets me create a Hoogle database for a project using cabal exec -- hoogle generate --local.
Like #471, I don't really endorse the code as-written, just the end result.
