[Bug]: Public file drop asks to create empty files

Bug description

The site for uploading files asks the (potentially anonymous user) to create empty text files and a folder description, even when the user comes from a link that only allows dropping files. This is not only confusing, but the person can't even edit the files because they're gone right away.

Besides that, the "new" button is not aligned correctly :-)

Steps to reproduce

1. Create a public link only for file drop
2. Open this link

Expected behavior

File drop should not provide useless features.

This is a problem of the text app.
For the rich workspace this condition needs to check also for READ permission:
