Not much we can do here, as the value is encoded in the OPS code. Best we might be able to accomplish is having strings like:
"Therapiezeiten am Patienten durch Spezialtherapeuten bis 30 Minuten pro Tag"
"Therapiezeiten am Patienten durch Spezialtherapeuten mehr als 120 Minuten bis 180 Minuten pro Tag"

And requires a lot of implmentation time as heuristics need ot be created to identify all cases were connecting the parent concept with the "valueconcept" makes sense. One might be if the "valueconcept" starts with a preposition.
