Declining dependency update prompts does not install contracts

Problem

When running flow dependencies install, the CLI may prompt me to update outdated dependencies. When declining the update, the dependencies are not installed. I would expected the outdated dependencies still to be installed.

Steps to Reproduce

1. Run flow dependencies install
2. Decline update prompt
3. Lack depenencies

Acceptance Criteria

Outdated dependencies are installed as expected
