Fixes to operator for transient leader election issue

In a rare case, a leader may have run its reconciliation,
then lost the election, and later have become relected but
stopped reconciling due to certain background task having
been shut down already.

This can be detected by new or changed functions not being
reconciled into deployment objects.

We strongly suggest upgrading to this version ASAP to prevent
any unexpected issues in production.
