Merge this repo in rust-vmm-ci

In the last community call (see 2025-11-10 in https://meetpad.opendev.org/etherpad/p/rust-vmm-sync) we were discussing how to reorganize our repositories (mainly for the monorepo effort, but the CI will be separated for now).

We wondered whether it would make sense to merge this into https://github.com/rust-vmm/rust-vmm-ci, for example, to automate the publication of a new container image and the one used by CI.

We don't remember the decision to keep this separate, so there may be some things we are missing.
