Earlgrey TE

Add EarlGreyTE into the pipeline.

Blocked for two reasons:

1. EarlGreyTE is quite resource-hungry and it doesn't seem to be a simple function of the genome size. We need to think carefully about adding it to the pipeline
2. By default, EarlGreyTE ships a subset of Dfam 3.7. Some people in Tree of Life rather want to run EarlGreyTE on the full Dfam 3.8, which requires extra instructions. We'll need to sort this out.
