[stable-only]: Adapt to run Zuul

neutron-linuxbridge-tempest has been dropped long time ago,
but Nova has only dropped it in master.
Dropping here - the alternative is to import unmaintained/2023.1
jobs from Neutron - which I'm rather hesitant to do.
