Timezone resolution for OSM extracts #17
Description
When using an OSM extract like Germany, the surrounding timezone Europe/Berlin does not seem to be contained in the data anymore, so all places get resolved to Europe/Busingen with the timezone resolution introduced in 865c2f0. While Europe/Busingen is very similar to Europe/Berlin, in other cases this may be more problematic.
