Add `testLaunchArguments` parameter to `Workspace.GenerationOptions.AutogeneratedWorkspaceSchemes`

It would be nice to include launch arguments for the test action in the autogenerated workspace scheme. The specific use case for this idea was to add a RECORD_SNAPSHOTS launch argument in order to re-record snapshot output.
