[Feature]: How to deploy VCFA with no organization

Description

I have a need to deploy VCFA but with no organization OR the ability to specify a 'VM Apps' organization.

Use case / Motivation

I do a lot of work with customers who are not ready for All Apps. Actually, none of my customers are ready for All Apps. Therefore I have a need to do support these customers.

Proposed solution

Add option to deploy VCFA either without any organization OR deploy VCFA with a VM Apps org.

Preference is to include option to deploy VCFA with NO organization.

You can use the New-HoloDeckInstance -DeployVcfAutomation command to deploy VCFA without creating the Org

Not in Holodeck 9.0.2. It will come in Holodeck 9.1
