[ZHA] Make reconfigure device more useful

In addition to what "reconfigure device" currently does (binding + re-read some attributes marked as uncached), it should also allow for:

• re-reading cached attributes
• re-interviewing the device completely (endpoints/clusters + automatically do after OTA)
• ...?

The frontend still needs to be adjusted, but a proper re-interview is now done when the device is reached with HA Core 2026.5.0 and newer. These PRs are related:
