feat: Add UEFI variants for B_MEM_03/04 - #486

- Modify current B_MEM_03/04 to suit all platforms - Update rule metadata to point B_MEM_03/04 , expand platform bitmasks to include UEFI,and ensure the new entry functions are compiled for all relevant targets.
