Jetpack Sync Tests: Modify tests to allow for new newsletter action

Proposed changes:

• This PR modifies Jetpack plugin sync tests to allow for a new action introduced in the linked PR that this PR is branched off - Newsletter debug - add initial debug info on publish. #46068

The Jetpack plugin has different release cadences depending on the platform:

• WordPress.com Simple releases happen as soon as you deploy your changes after merging this PR (PCYsg-Jjm-p2).
• WoA releases happen weekly.
• Releases to self-hosted sites happen monthly:
  • Scheduled release: January 6, 2026
