Summary
Why
The repository is ready to publish the Action to GitHub Marketplace from the release UI. Creating the Marketplace release in the UI creates the release before the tag workflow runs, so the workflow now uploads/clobbers assets into that existing release instead of failing by trying to create a duplicate release.
