fix(query): added missing check for 'clone' field in "google_sql_database_instance" beta queries

Reason for Proposed Changes

• This fix applies to 7 recently added "Beta" queries:

  • "Beta - SQL DB Instance Without Connections Logging" feat(query): implements "Beta - SQL DB Instance Without Connections Logging" #7779
  • "Beta - SQL DB Instance Without Disconnections Logging" feat(query): implements "Beta - SQL DB Instance Without Disconnections Logging" #7780
  • "Beta - SQL DB Instance Without Centralized Logging" feat(query): implements "Beta - SQL DB Instance Without Centralized Logging" #7785
  • "Beta - SQL DB Instance With Remote Access Enabled" feat(query): implements "Beta - SQL DB Instance With Remote Access Enabled" #7790
  • "Beta - SQL DB Instance With Exposed Trace Logs" feat(query): implements "Beta - SQL DB Instance With Exposed Trace Logs" #7791

• The issues stems from the fact that, for every single one of these 7 queries, the lack of the "settings" field of the target "google_sql_database_instance" resource would warrant a flag being raised.

• In the official documentation it is stated that the settings field is "required" only if the "clone" field is not set : "Required if clone is not set."

Proposed Changes

• Adjusted the queries to ensure they will only flag for the lack of the settings field if the "clone" field is also invalid.
• Additionally a small fix was done to the "Beta - SQL DB Instance With External Scripts Enabled" #7786 query since the folder name used on the original PR was incorrect by missing the word "with".
