Closes #917

Wire the command palette provider around the application so scoped registrations work, then add commitment-specific settle and early-exit actions. Ineligible actions remain visible with accessible reasons; list-for-sale is surfaced as disabled until its flow is available.

Validation: git diff --check passed. The targeted test could not run because this checkout has no installed vitest binary.
