Add the missing app shell/sidebar implementation with an accessible collapse toggle, persisted preference, active-route state, icon-only labels, and a reusable AppShellLayout wrapper.
Validation: git diff --check passed. The targeted test could not run because this checkout has no installed vitest binary.
