fix: use new maven central urls for releasing

Description

The old Maven publishing repository was shut down in June. We haven't released since then. According to these docs, all we should need to do is update the URL and re-generate the creds on the new platform: https://central.sonatype.org/publish/publish-portal-ossrh-staging-api
