Summary
Drops the now-unreachable OS-keychain branch from _upload_config_file / _get_uploadable_config (and its temp-file write). _require_file_based_config already fail-fasts before this code runs, so the branch was dead.
Fixes the keeper-slack-app container failing to download config.json at startup with ERROR: Failed to download config from KSM: Cannot find the custom field label='config_json', field type='None'.
