xml: Reserve MWS author ID for the Mercurius Window System

Add a entry to vk.xml reserving the MWS author ID for the Mercurius Window System, an open-source zero-trust network-native window system (https://mercurius.tebibyte.org). The ID will be used for a future Mercurius Vulkan WSI extension.

Could you rebase this and force-push? I'm not sure why, but github seems to think there's a huge diff and won't show it. I downloaded the file and compared and it's just the one line you added, but maybe you are based off an old commit or something like that.

Thanks. BTW, github tries to interpret angle brackets as some sort of markup, so your comment above

is invisible (at least in Chromium). Need to precede the left angle bracket with a backslash. Is very annoying (to be clear: github is annoying, not you).
