Targets liblbug 0.21.2 with pg_client 0.21.0 (pg_client tracks the Ladybug minor line, so 0.21.0 pairs with liblbug 0.21.x) and Icebug 13.2 for data-science / Icebug-disk workflows.

Note: vendored binaries under lib/ are gitignored; CI fetches them at build time. Skill-doc updates (Icebug 13.2, lbug crate 0.21.2) live in the nested ladybug-skill checkout and will be PR'd separately.
