Drop the council-formed announcement; the webhook now fires solely on error paths (all-actions-failed ticks, low runway, network reset, persistent tick failure).

Removes the
council formedannouncement from bootstrap - the only non-error ping in the engine. The webhook now fires solely on error paths: all-actions-failed ticks, low funding runway, network reset, and persistent tick failure (plus the one recovery note that closes a stuck episode - say the word and that line goes too).Remaining roster formations (Amazon NA is next, virtual day 1) will be silent. Needs a redeploy after merge to take effect; I'll run it on your merge.
