[PRMP-1218] bulk upload review configuration

Jira ticket: PRMP-1218

Description

This pull request includes the following changes:

• Refactor review reasons enum.
• Implements bulk upload review queue handling based on a new feature flag.
• Adds corresponding tests.

Context

bulk upload records that fail validation (excluding file integrity issues) require to be automatically sent to the Review Queue
