Add release notes for cuda-bindings 12.9.6 + Update test matrix to cover CUDA 13.2

Description

• Add release notes for 12.9.6. Compared to that of 13.2.0, a few entries are removed due to PRs not backported...
• Update the test matrix to test against the latest CTK (13.2.0). We missed this in Support CUDA 13.2 #1740.

Two classes of CI failures:

1. Need to backport cuda.core.system: Better checks for when we expect APIs to be unsupported #1510 and Skip NVML tests if the hardware doesn't support NVML #1585 (see e.g. cuda.core.system: Better checks for when we expect APIs to be unsupported #1510 (comment))
2. Need to wait for cuda-toolkit 13.2.0 to be available (nvbugs 5965579)
