This adds the ability to configure specific hosts and URL paths to have scheduled brownouts. These brownouts can follow a specific schedule defined ahead of time, so help with API deprecations when e-mail outreach has failed. The brownout http response code defaults to "410 Gone," but can be customized. Similarly, the response message during the brownout can be customized.
