Not for merge. Validates the OCR-based precondition feature end-to-end: - install a committed vscuse-0.2.68 wheel (skip vscuse-doc download when a wheel is present) - migrate the target plan to ocr:v1 preconditions before running (Azure Vision) - run the template pipeline against the dev image Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
