Adds ArkForge Trust Layer to the Guardrails & Compliance section.

Trust Layer is a certifying proxy for agent-to-agent transactions. It generates cryptographic proof chains (SHA-256 content hashes, Ed25519 signatures, RFC 3161 timestamps) and anchors them to Sigstore Rekor transparency logs.

Thanks for contributing! ArkForge Trust Layer is still very early in terms of adoption. To keep the list high-signal we hold entries to a bar of demonstrated usage and sustained maintenance. Happy to revisit as the project matures.
