Removed section "Sample when Routing Extension Header is blocked by one of the Tier1 ISPs" as the issue's resolved after updating header filters. Sorry about the earlier inconvenience.

Please also verify that it's now working as intended. I couldn't find any issues and have applied the policy update everywhere.
