Closing as requested: the Preact 11.0.0 upgrade is implemented in the local working tree, together with the required type, accessibility, CSS length, and effect-cleanup compatibility changes. Frontend typecheck/lint and all 1,463 unit tests pass; chat and Hub browser lifecycle smokes pass. These local changes have not been committed or pushed; this PR is being closed without merging.
